One method you may want to try is to keep a pocket full of treats or kibble and every few steps he takes with you, you can give him a treat. Hopefully that will work for you.
We used this method to teach a fearful Beagle to go down a stairwell. We put a piece of kibble on each step and as she went down a few times she learned there was nothing to be afraid of.
