Thats what we call a "Spite Pee". Boeing is not happy with grandma, thats for sure. Don't blame Boeing, obviously he smelled the other dog and felt ignored. Did grandma offer him a treat when she came back in? Probably not.

I remember one time when I was taking Murphy for a walk. Just after we left the house, my next door neighbor stops us and starts talking... and talking... and talking (she gets a bit long winded). After some time, Murphy had enough. He walked up to her and peed on her shoes.
