first of all Thank You for rescuing. As a beagle rescue volunteer I am a firm believer in saving a life.
as for housetraining with a rescue is unfortunately not the same as with a new puppy. Not knowing their lives were before is certainly the hardest part. With dogs that cower positive reinforcement is always the best way. being firm is fine but loud voices can cause them to become even more withdrawn. Housetraining is all about being consistent. Same routine every day, same potty place every time. It takes time to learn their signs and until you do it is best to go out at regular intervals (like every 2 hours) when you are home.
