First of all welcome! You've come to the right place for help/advice.
The bad breath could be a result of his diet. What are you feeding him? I never heard of the Pro Pet breath tabs but maybe someone else has experience with this.
Does he have any other health issues, such as stomach upset, loose stool, etc?
As far as losing teeth, that varies with the dog. It seemed to take forever for one of our beags to loose his teeth and our second lost his rather quickly.
Shedding occurs seasonally for our beagles and doesn't last too long. A regular brushing/combing will help. I highly recommend the Furminator (or something similar). We use it and it really gets rid of a lot of the loose fur!
