My dog's part of the family but she still likes spending time outside - I don't think the inside/outside debate is a measure of how much someone cares for their dog.
Mine goes out whenever she wants while I'm at home, and when I'm not home I usually leave her outside during the day, and inside on an evening. I prefer leaving her outside during the day because I think it's healthier - she has more fun in the garden, gets more exercise and plenty of fresh air. But, of course, it depends on the situation, I'm lucky in that she doesn't bark/howl too much, my neighbour & her dog like talking to her through the fence, she has plenty of shade, a nice shelter etc etc.
