This could be as simple as too much food. Summer is 33 lbs. Big for a beagle but she has been that weight for a long time. She gets 3/4 cup of kibble 2x a day. Maybe 2 biscuits as well.
You may need to consult your vet. Jojo may have a thyroid issues.
