Dogs do this in different ways depending on their character and the situation they are in.
Raised hackles are really a sign of arousal and arousal takes many different forms. This doesn't necessarily mean aggression nor does it mean they are afraid, just that they are on high alert and aroused by the current situation they find themselves in.
