I think he's probably just too young to understand, if you watch pups playing together, as soon as one of them starts running it's interpreted as an invitation to play. By the time he's old enough to jog properly you'll probably be ok as he'll be more mature, used to walking etc. I think it comes down to habit, I run with mine sometimes (she's about 2 and a half) and she's fine - but if I ever run in the house, because she sees that as unusual, she still reverts to being a little ankle-biter!
