Kim -- not sure what AC stands for but my initial thought is for you to talk with your neighbors about why Shiloh & Shasta are barking. My guess is that they have no clue about the relationship between beagles and rabbits. Tell them that, as long as they have the rabbit outside in an area where the dogs can smell it (basically, anywhere in their yard/porch area, the dogs will bark. I wouldn't apologize at all about the barking or ask them to move the rabbit -- just acknowledge the facts.
