Does Snoopy have a crate or some way to escape?
If Snoopy really wanted the hanging and ear chewing to stop, he would stop it himself. Maybe he finds it relaxing. Let them develop their own relationship, as long as there's no danger involved.
Two beagles are much better than one, in my opinion....
Enjoy them.
