HI, I am also from Victoria and adopted a 3 yr old beagle 3 months ago.
This little dog is amazing and we would love to sort a beagle group playdate or some such thing.
We are close to a park that haas an entirely enclosed baseball field and is now open for dogs once more ( closed for baseball season ) Saffron has had a few beagle playmates and it is such fun to get them together.

This is our Alaskan sled dog and Saffi and a another beagle waiting for adoptions through Mosaic rescue ( where we got Saffi ) named Kira, today at the park along with some other great furries.
So good to see them off leash and worry free.

You guys should look at BYOB (Bring Your Own Beagle!) (Toronto, ON) - Meetup. That's the link to the Beagle meetup here in Toronto, but you could start one for Victoria, or even for Vancouver Island to reach out a bit further
