House Training - From puppy pads to outside

We've had our 6 month old Betsy for 3 months now. We used puppy mats until this week we have moved the mat just outside the back door (it was just inside the back door) and we are giving her a nice handful of treats when she has done her business outside. But she is very hit and miss.. It was raining tonight and she just did not want to do it outside.

We feed her in the morning at about 8am and then give her her tea between 6pm-8pm. She seems very confused.. We would really appreciate any advice on this please.. Could we be trying to do too many steps too fast?? Or is this just part of the learning process??
