Beagles are generally pretty tough and of course are bred for hunting. My only concern was they your beag was used to being inside. If the other dogs stay out all night in warm kennels, could he be in with one of them to help keep him warm? My beagles do get cold after awhile of playing outside in very cold temps but of course they are just playing out in the snow, not inside a kennel. So long answer short, if you have no other option then I am sure he would be okay if the kennel housing was warm enough to keep water from freezing and was blocked from cold wind or rain.
