Have you tried posting him on Petfinders free classifieds? I have done that in the past with some of my rescue dogs and they usually get good results. Just make sure you screen the potential new owners carefully.

I was going to suggest the same thing. You might even want to ask for a small fee just to be sure you are getting someone that really wants your beagle as a pet.

Please do no toffer for free. Very bad things can happen. Find a rescue group and ask if you can come to adoptions.

Amanda,
Have you cehcked petfinder and the local pounds?

Atlanta has a lot of beagles. If you get approved through a rescue here and need help in transportation let me know. I could meet you half way if needed and if the rescue or org approves.
