It will vary in all areas and all countries. Until you stand in a rescue persons shoes, or work in a shelter you may never understand the full impact of the pet overpopuation. this said- there is nothing wrong with getting a puppy from a responsible breeder. But many do not, it's work and time consuming. Many people want a puppy and want it now. It's that lack of support that keeps the irresponsible breeders in buisness.

Remember also that it's your tax money being used to kill them in the shelters. In Altanta it averages 200$ per animal killed.

In an editorial in Animal People, an electronic newspaper covering animal care and control, editor Merritt Clifton wrote, “The dog-and-cat sheltering statistic we value is the number killed by all shelters in the service radius combined, per 1,000 human residents of the community… The current range, among major U.S. cities, is from 3.9 in San Francisco to 70.0 in Mobile. The national average is 18.1.”
In 2003, Atlanta killed 20.1 animals for every 1000 human inhabitant

• Of the 1,000 shelters that replied to the National Council's survey, 4.3 million animals were handled.
• In 1997, roughly 64 percent of the total number of animals that entered shelters were euthanized -- approximately 2.7 million animals in just these 1,000 shelters. These animals may have been euthanized due to overcrowding, but may also have been sick, aggressive, injured or suffering from something else.
• 56 percent of dogs and 71 percent of cats that enter animal shelters are euthanized. More cats are euthanized than dogs because they are more likely to enter a shelter without any owner identification.
• Only 15 percent of dogs and 2 percent of cats that enter animal shelters are reunited with their owners.
• 25 percent of dogs and 24 percent of cats that enter animal shelters are adopted.

It is estimated that approximately 3.7 million animals were euthanized in the nation’s shelters in 2008. This number represents a generally accepted statistic that is widely used by many animal welfare organizations, including the American Society for the Prevention of Cruelty to Animals (ASPCA).

As well as intact dogs are responsible for the majority of dog bites and mauling.
Unneutered males have much higher probability of prostate enlargement/cancer, testicular cancer and related infections. The urge to mate leads to fighting, aggression, excessive barking, howling, and other unwelcome behaviors.

Irresponsible breeders are a dime a dozen.
Responsible breeders are few and far between. We need more. Unfortunately people want to cut corners for themselves rather then take the necessary steps involved to become a responsible breeder. Many do not take the time to learn and therefore just do not know or think they know already.

Remember to support your responsible breeder. Have standards when purchasing a puppy from a breeder. Take the time, do the necessary work involved. Only buy from a responsible breeder and support their efforts. Responsible breeder has pet quality puppies. This is were you should get your pet when going to a breeder.

Annually, between 88,000-131,000 animals have been killed in Atlanta area shelters in recent years. In more graphic terms, area animal shelters destroy 20 tons of household pets per week. Animal shelter staff dread the arrival of "Kill Days", but recognize that there's nothing they can do to avoid killing healthy pets. If society would take responsibility for their pets, by spaying/neutering them, keeping identification on them, and preventing them from wandering off, this problem would be swiftly eliminated Why Are There So Many Homeless Pets? There are so many homeless pets because, unfortunately, many people do not think about the long-term commitment, financial responsibility, moral responsibility (e.g. spay/neuter,In addition, we have an overwhelming pet overpopulation problem in the United States. Each year approximately 8 million healthy dogs and cats are killed simply because there aren't enough homes for all of them. This is due to individual pet guardians not spaying/neutering their pets (accidental breedings), individual pet guardians breeding their pets on purpose and thinking it is OK.

None of the 5000 dogs a year that end up in Calgary, Canada shelters are euthanized for population control

Calgary’s dog licensing rate is over 90%, where 10-30% is the norm in California

Many stray pets that are picked up by Calgary Animal Services are returned straight home, they aren’t even taken to the shelter to be impounded. This saves money and it saves lives.

The taxpayers of Calgary pay nothing for this excellent service. It’s all paid for by pet licensing fees. “Your pet’s license is his ticket home” is the motto. California’s taxpayers pay $249 million a year for animal control, but get inferior service compared to what Calgary delivers at no cost to their taxpayers.

Key to Calgary’s success

• yes – providing valued services rather than simply punishing citizens into compliance
• yes – buy in and cooperation among community stakeholders thanks to an animal control director who is a professional mediator

• yes – low license fees and modest fee differential for intact pets

Calgary’s phenomenal success depends on a sense of trust among pet owners that they will be treated fairly by and obtain good services from Calgary Animal Services. Trust makes for unprecedented high licensing compliance. High licensing compliance means that the taxpayers do not foot the bill for animal services, and it means that nearly all stray pets are quickly reunited with their owners which saves lives and keeps costs low.
There is no way to achieve this kind of licensing compliance in an environment where citizens feel they must hide their dogs and cats from pet limit laws, BSL, crushing differential licensing fees, or mandatory spay/neuter laws. Without the high licensing compliance, none of the rest of the success could have happened.

Those are deplorable statistics. There are way too many pet owners that consider their pets 'throw away' property without taking into account that they are feeling creatures.

For us Beagle lovers we will never understand their reasoning.
