Please don't give up on Chase yet, he really is only a baby! Routine is the answer and lots of praise and treats when he gets it right. We put newspaper all over the floor and gradually reduced the area covered by newspaper till the pup had got the hang of going on the paper only. After a week or two there was only one sheet on the floor right beside the back door. When the pup started sniffing and heading for the paper we got him outside quickly. This was successful with both our pups, but I agree bitches seem to get the idea a bit quicker. Oscar took a good six months till I was confident of coming home to an accident-free floor, whereas Ruby was at the same stage by three and a half months.
