at 10 weeks he really is just a baby, and can't be expected to hold it for four hours. when you take him out take him to a place he has done his business before. sometimes the smell will inspire them to go. keep a close eye on him when you are in the house, when a pup is ready to go they will sometimes give you a clue by wandering around sniffing and being less attentive to you, that is the time to take them out.also keep an eye on his rectum as it may appear swollen or poke out a little shortly before he poops. otherwise, as you said,it takes time and patience. mine were pretty good about the schedule, about ten to twenty minutes after a meal they would eliminate the previous meal, make sure you stay out long enough, he may just need a longer walk.
